Payroll
Choosing payroll software for a Hong Kong team
20 June 2026 · 7 min read
What Hong Kong payroll software has to handle locally: MPF, 12-month averaging, IR56 forms and payslip confidentiality.
Most payroll software sold into Hong Kong was written for somewhere else. It handles gross-to-net arithmetic perfectly and then fails on three local specifics: MPF contribution logic, the 12-month averaging rule, and the IR56 series of forms. Those three are where a Hong Kong payroll is actually compliant or not.
The three local tests
First, MPF. The system must apply the minimum and maximum relevant income levels correctly, handle the first-30-days exemption on the employee's own contribution, treat casual and part-time staff on the right basis, and produce remittance data that reconciles to the trustee's statement without re-keying.
Second, averaging. Holiday pay, annual leave pay, sickness allowance, maternity and paternity pay and payment in lieu of notice are all calculated on average daily wages over the preceding 12 months. Software that computes leave pay from current basic salary is wrong for anyone earning commission or a non-discretionary bonus, which is most sales and most senior staff.
Third, the IR56 forms. The system should generate IR56B data for the annual employer's return in the format the Inland Revenue Department accepts, plus IR56E, IR56F and IR56G for joiners, leavers and departures. If those are produced in a spreadsheet outside the payroll, the annual filing becomes a reconciliation exercise every April.
Controls, not just calculation
Payroll is the most sensitive dataset a small company holds. The control features worth insisting on: role-based access so operators cannot see directors' pay, an approval step between the calculated run and the bank payment file, individually delivered payslips rather than a shared folder, and an immutable change log.
Two-person approval sounds heavy for a ten-person payroll. It is the single control that prevents the two failures that actually happen: a mistyped bank account and an unapproved adjustment.
Integration and the wider stack
The payroll journal should land in the general ledger automatically, split the way management reads the business rather than as one lump. If leave and attendance are tracked in a separate system, decide which one is authoritative for leave balances before go-live; two systems both holding balances will diverge within a quarter.
For companies already on cloud accounting, running payroll inside or directly alongside that ledger removes the monthly journal upload and keeps the audit trail in one place. That is usually worth more than any individual payroll feature.
Implementation, briefly
A clean cutover has a fixed sequence: pick a period end as the switch date, load employee master data and contract terms, load 12 months of wage history so averaging works from day one, load MPF scheme and member details, then run one period in parallel with the old process and reconcile to the cent before switching off.
Loading wage history is the step teams skip because it is tedious. Skipping it means every leave payment calculated in the first year is wrong.
Software does not make payroll compliant
The Ordinance still needs someone who knows it. Software will happily calculate a leave payment on the wrong base, or omit an IR56G for a departing employee, because nothing in the data says the employee is leaving Hong Kong permanently.
Most of our clients run cloud payroll with our team operating it. They keep the platform benefits (payslip delivery, audit trail, ledger integration, reporting) without having to build and retain a Hong Kong payroll specialism in-house for a team of twenty.
