China Payroll & HR Administration

Mainland payroll is city-specific: contribution bases, housing fund rates and filing portals differ between Beijing, Shanghai, Guangzhou and beyond. We run the calculation, the withholding and the social insurance registrations locally, and report back in a format your Hong Kong or head-office finance team can use.

Before payroll: registering the entity

China payroll begins with the entity. Rules vary by province and city, so the location decision (commonly Beijing, Shanghai or Guangzhou, where we have offices) comes first, followed by proof of lease and the incorporation process itself.

Then the structure: a wholly foreign-owned enterprise, a joint venture requiring a Chinese partner, or a representative office, which is an extension of the overseas parent and limited to non-commercial activity. Registration has been simplified by the five-in-one business licence, which combines the business licence, organisation code, statistical registration and tax registration, though VAT and import/export still require separate certificates.

Employment and social insurance obligations

Chinese labour law requires written employment agreements for full-time staff (oral contracts are permitted only for part-time work), and equal treatment of employees regardless of sex or race, with rights to collective bargaining and a prohibition on child labour.

New hires must provide proof of residence, and the company must file social insurance paperwork on the employee's first day at work. The contract must set out the job description, employer details, social insurance arrangements, terms and conditions including remuneration, and hazard prevention and safety provisions.

FAQs

China Payroll: questions we are asked most

Do we need a mainland entity before running China payroll?+

Yes. Hiring staff directly and making social insurance contributions requires a registered entity, usually a WFOE, a joint venture or, for non-trading presence, a representative office. We handle the formation before payroll starts.

Why does China payroll differ between cities?+

Social insurance and housing fund contribution rates, bases and caps are set locally, so the same salary produces different employer and employee costs in Shanghai, Beijing and Guangzhou. Payroll has to be run against the rules of the city of registration.

What does the monthly China payroll cycle involve?+

Gross-to-net calculation with individual income tax withholding, social insurance and housing fund filings, payslips, the payment file, and the supporting records the local authorities expect on inspection.
